What relationship exists between technology and scientific innovation?

Advances in cell theory were totally dependent on the invention of the microscope. While there was indirect evidence for cells, we needed an apparatus to view them. It is likely that someone else would have invented the microscope later, but the advances in cell theory would have only come after this invention. What relationship exists between technology and scientific innovation?
