Dim brake lights on 89 plymouth?

My daughter owns an 89 plymouth sundance which is in great condition except for the brake lights. The brake light in the rear window works fine, but the back brake tail lights are so dim you can't see them when she steps on the brake pedal! What could be the problem, the grounding or the bulb?
