Should anyone who spoils the minute of silence at the Manchester derby be banned for life?

Understandably both clubs are worried that some idiots will think it's cool to boo during the silence. However all the messages from both Utd and City are along the lines of "please show some respect and don't do it" - which is good, but should they come right out and say "we have cameras watching the crowd, and anyone who deliberately makes a noise during the minute of silence will be banned for life from both OT and Eastlands"?
