Counting numbers are considered to have an infinite number of significant figures. The significant figures involved in problem solving are based on the degree of precision of measurements. For example, if you say "three people," you certainly wouldn't expect to have 3.07 people, would you? But if you had a m measurement of 25.3060 grams, the manner in which it is written indicates that the object was weighed on a scale that could measure to the ten thousandths of a gram.
